Maybe elvui, quartz or some other one. If it’s ElvUI, you can disable the ElvUI cast bar in the settings while keeping the rest of ElvUI running. Try disabling all addons and keeping only plater. It should only have one cast bar in this setting. Then enable each addon separately and find out which one is creating the second bar.
